what about people paying for samples? like i said im more than happy to pay for them and have done so in the past. We have way less interaction in australia, theres like 1 decent fitness expo and its about 600miles away from me. So freebies and access to samples is extremely limited, also there are no companies in aus like NP and the such where you could randomly get a bag with 10+ samples in it... the most samples you will get would be 4 and you would have to pay for that as well (even this is very rare).

The demand is low, and the cost to make them is a loss for companies as VT was saying . While for some consumers sampling before buying is their preferred method. The majority of consumers will blindly buy products based off brand preference or flavor even without trying it. For example loyal PES buyers will most likely jump on an insider when a new flavor drops without trying it based off previous success with the brand and their flavors.
Protein on the market does not really produce profit for companies. Making individual packaging for consumers and then putting 1-2 scoops in there is nothing that a company makes money off of, if anything they lose money doing so.
