Either one will work (obviously diet will play a large role as well) I have personally had the best results during cut/recomp. It's not a miracle supp but it produces some nice effects including enhanced endurance and pumps.
Ive used it in both. I really liked cutting on it in combo with 100 mg lax a day. Strength stayed up, bodyfat went down. Used it on a bulk too. Just an all around good time. Diet is always gonna be number one though,supps second
