was that a training video? the guy is jogging at a brisk pace at best and the cops are walking quickly at best to stop him
 
LOL They probably too tired because they been chasing guy for few miles and dog thinks they just playing.

That's what I was thinking to, but I don't think they run in traffic when training though.
