It might be that you are in a totalitarian-ruled country that checks 100% of their inbound shipments, I could see that (but then again you wouldn't be on this website lol). Or on a Navy ship. That's a good reason too.
But generally speaking, if you're American, you have the same access as everyone else. You just have to research diligently and look. If you're waiting to get the warm and fuzzy feeling about your supplier or purchase, it'll never happen. This is the black market. There must always be an element of risk-taking. All things worth having will require it. The good thing about having such a huge economy is that the DEA's effort to screen everything coming into this country is laughable. It's probably a fraction of a % of the total.
