No. It is absalutly not 100% legal to use a Schedule 3 Narcotic with out a prescription.
Actually to better word that. It is 100% not legal to be in possession of a Scheduel 3 narcotic with out a prescription.
So in a sense you're right. It's not illegal to use, but it's illegal to possess. But you can't really use it with out being in possession of it can you?.
The athletes that are caught testing positive do not get incarcerated because they were not caught possessing the substance by authority. Even if a DA did decide to go after them there would be no way to prove they willingly took an illegal substance on purpose.
From what I have researched and gathered no one is really enforcing it. Cops just aren't worried about steroids. They are busy with more serious substances like meth and heroin.
I think you would have to really piss off a cop to get him to find something like Test E and get you for it.
A close friend of mine has had 3 /3 successful orders come through, no problems.
