what does "USP" mean on research chems and other medicine?

I have a blister pack of finasteride 5mg (Cipla brand) and it says "Finasteride 5mg USP". Also I bought some research chems from a site and they are listed as, for example, "USP tamoxifen citrate". What does USP stand for? Is it the same USP in both of the cases I mentioned here?
