Is it an indication of muscle breakdown or overtraining?

No, it could indicate systemic alkalinosis. This can be done intentionally with bicarb's, or even citric or acetic acids. They form base in the kidneys. It can also result from hypoventilation, like some heart drugs and narcotics may cause.
 
co2 saturation blood.......if levels are not ok,it indicate you have cellular metabolsim problems, or gas exchange problems in the lung.
