According to this article phellodredron is immunosuppressive.
It says that is has useful immunosuppressive properties for organ transplantation. If it allows fewer rejections in lab animals then it has to be suppressing the immune system.
Correct me if I'm wrong but for a healthy individual there are no HEALTHY immunosuppressive actions, it's all bad.
