Keeping CEE from clumping?

I have quite a lot of CEE and it is clumped to hell and very difficult to pack, any ideas on how to keep it from doing so? Maybe a slice of bread in the bag like you do with brown sugar?
 
You can try that...and if works, let me know! I've packed it with dessicants out the ying yang and nothing seems to work.

little hard to do with a kilo sized clump inside a container while using a metered scoop.....

Do you have a coffee grinder? That's what I used to break it up.
