Ok, here things get a little confusing but here goes. In PEA, the "beta" means the amine group is on the second carbon of the ethyl group. It's sort of an unusual use of Alpha and Beta. Really, IMO, they should just call it 1-PEA and 2-PEA but I digress.
In that regard, all phenylalanine is 2-phenylalanine or "Beta-Phenylalanine" so to speak. However, this gets confusing because Phenylalanine is a chiral molecule and PEA is not. So, when we talk about alpha vs beta in terms of Phenylalanine, it's in regards to whether the amine group is pointing up or down.
Now to add another wrinkle to that, because there is this ambiguity in the alpha vs beta vs Alpha vs Beta nomenclatures in chiral amino acids they'll use D and L instead of alpha or beta. so a mix of alpha and beta phenylalanine could be called DL-Beta-Phenyl-propyl-amine-ol-one OR DL-1-Phenyl-2-amino-propyl-3-ol-3-one or any number of other nomenclatures.
PEA is a stimulant. How long effects are noticeable is subjective.
