How to make an avatar

I`ve been searching for a few hours, but I can still can`t work out how to make a damn avatar.
I`m starting to get some computer rage.

I`ve found a jpg image which I want to use, but the site here won`t accept the it.
Any tips?
 
It may be that the file is too large. Right click it and check the properties, see how many KB it is. The limit is 20KB or 250 x 250 pixels. If you are having trouble resizing it let me know.

I think that its 4096 bytes.
I don`t know how many pixels it is.
How can I resize it?

Not to worry, i navigated to the site and sniped it...here it is, avatar ready...Just save it to your computer, then upload it as your avatar in the user cp section...

okay anyone else need some photoshop work just post it here and I will attempt to take care of it ! :D

Let me see if I can take out some of the pictures in the animation to make the file size smaller... but it might be this weekend till I can get to it.. .about to be covered over with work to grade.. boo boo hiss...

 
 
quality isn't too good because i reduced the colors to make it under 20....
