Strength is gained through proper training programs, i.e. periodization + progressive overload. You want to continually be adding either reps or weight to your exercises while utilizing max effort as well as high volume work.
wtf is milking weights
The meaning is that muscle development and strength happens sometimes faster than your tendons/ligaments can grow/strengthen. This is a common issue with beginner steroid users. Their strength increases much faster than the body can handle, thus causing injury. While you may be strong enough to squat 400, your connective tissue may not be able to handle the load.

I know your problem. You have to lift weights to get stronger, not milk them.
