Help with weight lifting routine

I need a good all around workout routine with weights . I want to grow my arms a lot more and a big chest. Any help would be much appreciated.
 
What would you say your expertise level is on a scale of 1-10?

What are your numbers like for the big lifts? Your programming before this and other programs you've ran? If you want big strength and size gains with upper body... bulk hard and I personally like cube predator for bench press. Crazy volume and solid strength progression. Great for growth.
