What you are saying is not true, there were multiple "underground" movement as far back as the 50s led by Yassar Arafat himself and others to not rely on other arab regimes to rule their society.

The people in the West Bank after the 1948 war had Jordanian citizenship. In 1988, King Hussein of Jordan effectively revoked Jordanian citizenship for Palestinians residing in the West Bank. So not only did they not create a state when they controlled it, they actively revoked Palestinians Jordanian citizenship.
