i took creatine for awhile(less than 3 grams) and i heard that one should stop taking creatine for awhile before getting back on it. how long should someone be on and off of it?

Creatine loading is worthless. You're body will only store what it needs, anymore will be wasted in which case an increase in creatine phosphate stores may increase minimally. With conditioning these stores can increase. And no need for cycling as your body can natural produce and utilize from food sources.
