I don't let my body fat get above ~11%. This is not a challenge for me because that is the highest it has ever been even when I was eating 8000 cals a day. I think that you can gain pretty well around the 10-15% range, so that would be my official answer I suppose.
I bulk to around 18-20% BF but i am a fairly big guy anyway. I can go from 15% to 20% pretty quick. I've never been be low 10%bf thoo. I like being about 12-15 in there for myself. Right now i haven't touched a weight in 6 months and been eating whatever i want. But in about 2 weeks i will be back in the gym for good for a while. just my 02
