You are going to get different answers for that because it is dependent on each individual. What test numbers work for me, won't work for everyone. Plus, define anabolic and building new muscle. If you are currently at 200 levels, moving to 700 levels are going to be building muscle. If you are already at 700 levels, you'll likely need to move out of normal levels to build more muscle. Obviously, these numbers are dependent on the scale that the lab uses. I am throwing this out based on 250-800 range.
