My sprinkler system rocks!

Except when three pipes exploded earlier this year, and I had to dig them up, and cut them, and splice them, and rebury them, and grow grass over them, and replace five heads, and pay a big water bill every month.

Other than that they're great.

I like it better when we're not in a drought and it rains to water the lawn!

Texas is getting killed with rain, they always put that on the local news after they talk about the drought here and Lake Okeechobee being totally dry for the first time ever and the lakebed being on fire!
 
I think what you do is switch some of the letters around, or replace one letter each set of letters to make it a word?

Ya its unbelievalbe, we are in july and have had hardly any sun all summer, usually its around 100 right now.

well there is also the breakdown on the punctuation. that has to be relevant in some way, lets all throw ideas out on that...
 
lets for a sec assume the ! are meaningful at all. are they just blank spaces? that would make sense after a ? as well

I tried skipping letters, replacing letters with letter before/after/next to them on the keyboard, breaking chunks of letters into words and randomly replacing them.

The letters make no sense in the order they are in, order was a hint, so they have to go into a new order. If we find this order in the chaos (hint), we will get the phrase that pays.

I tried every third letter, will keep trying it. Reversing direction may help too.
