I broke the patterns into smaller units to form likely words. For instance, the very first word is probably an interrogative of some sort, assuming the ?! is a correct form of punctuation. I am working with it being CAN in place of YEC, the next word would be A - that's the progress in three hours. I've scratched out other thoughts, although the end of the sentence is also probably easily guessed being that is has so few possible letter combinations. Who knows???

the first line is suspiciously lacking the letter 'r' while the second has many...

I'm not looking at it as a scramble, there's way too many permutations to come up with something from that long a list of letters.
