What are the best rear delt exercises?
reverse grib db inverted row
YTWLs (more specifically the "T" part) and Reverse Flyes will isolate the **** out of them. There's also some machines out there that isolate them but where's the fun in that?

Shouldn't he be using a bigger range of motion even on the first couple sets?
The partial swings are actually very effective with heavy weight and high reps. Standing DB swings are another great exercise. The below article has more information on both, as well as additional shoulder exercises.
