You may have high estrogen, which increases subcutaneous water retention. An AI like ERASE could help. You said lowering sodium didn't help. Obviously without bloodwork this is speculative, but it may be the ticket. Lowering carbs can reduce water retention, as well. I doubt "gas" is going to be the issue. Dietary-mediated inflammation, perhaps. Take 3caps a day, at least, of fish oil if you aren't already.
