You increased your waist girth without increasing any other girths and no change in scale weight - most definitely bloating. If you'd gained bodyfat, you'd have gained it all over, or at the very least highly likely to have increased your body mass.
Take a good look at your nutrition - you're not drinking enough, using something that causes water retention, something that causes gas, or doesn't agree with you, or perhaps using a topical that causes bloating and water retention.
Consuming fat does not necessarily cause fat gain. And consuming fat does not mean bloating either - bloating is usually caused by carbohydrates or inadequate water consumption, or too much sodium consumption, etc. - there are so many factors, as well as the individual to take into account. Use some common sense as well.
Keep in mind though, if it is water retention or bloating, you would have gained weight. What was the time period that you put on the 2 inches around your waist?
Also keep in mind that men generally carry their body fat around the mid-section and typically gain there first.
