That makes no sense at all. Where is this generated force coming from? If the weight hits the ground carrying a force of F, the force in the reverse direction will be F, therefore being equal; not twice the force. Ideally the weight stops dead, but with bouncing the weight off the ground it is the same force; it's just the force is applied as an impulse rather than a instantaneous ideal force.That is also retarded. When he slams the weight like that the force of the loaded barbell hits the floor and since the floor does not break*, the force is returned back to him X2, to his body. In that leaning/bent over position he's in, two time the force is not really healthy.
*Another example: When Martial Artists hit an object to break it (Plywood, brick, etc...) and it's a success the force they generated to break the object is not an issue, however, if they do not break the object, the force will jump back at them twice as hard.
