Your question is not dumb. It is certainly legitimate. Bulk must mean (very) large quantity relative to the size of a normal dose. Powder form alone cannot make a product qualify as bulk. For instance, I would struggle to consider 5gr of Green Tea in powder form as bulk! Similarly, it would be absurd not to consider a 1,000-softgel pack of Fish Oil as bulk. These are not extreme examples. So, for me, bulk describes quantity, not form. As it turns out in practice, most bulk products around are in powder form.
