Yeah, would not suprise me. but Okinawa does things their own way anyway. They don't even consider themselves Japanese.I purchased beer from a vending machine on Okinawa in '04. It was right on the sidewalk.
I'm surprised online liquor stores don't require an ID. I bought absinthe online once, imported from the czech republic.
