why is nolvadex considered a research chem.

Hello everyone, im tying to learn knowledge on nolvadex and i was wondering the question of why Nolva is considered a research chemical by board sponsers ? is there anything to do with legality. meaning a reserach chem is legal? or is it that nolva is just considered a research chem. b/c that is its category.

Certain products, when adminsitered in a research only application, may be available as "research chems". There are defined conditions under which research chems may be used. Research chems are not intended for use outside of a research environment and/or research application.
