Why im not gaining

Ive been training hard and eating alot of protein carbs and right amont of fat diet is in check I eat around 4000 cals a day I've been doing a 3 day split ATM push pull legs and it's alright just wanting to know I'm doing all the right things but it doesn't seem to be working for me why
 
I'm been training for about 1 year hard out bulking and cutting but ATM Bulking and have gained a little fat but am going down on scAle could that be muscle loss I jut saw today I lost 1 and a but kg I matter of days but looks like I have gained fat
