When to stop weight loss/cutting???

Age 35
Body fat% unknown. I would guess about 18%
Weight started 176
Current weight 164
Height 5'9"

So, getting nervous about how far to take my body weight down. I want to try and get rid of my belly (get some ab definition would be nice but I understand very diffficult).
Eventually, I want to really pack on the protein to build chest, arms, etc...

How do I determine how far to take body weight down before trying to bulk?
 
Its really personal preference if your ultimate goal is to gain mass, why not stop now and focus on bulking its kind of counterproductive to cut down just to see abs if your gonna go right back up to bulking and likely add a bit of fat unless you try to incoporate a lean bulk.

Or you could just commit to cutting to get to a point where your low on fat and happy then take from there and bulk up hopefully minimizing fat, then repeat.
