What do you think of this transdermal base?

These are the ingredients I found on a product when searching around I do not know percentages of each but would like feedback as to what you all think the effectivness of these combined ingredients would be as a transdermeral base.

IPA, Propylene glycol, octytl salicylate, triglyceride complex, H2o, d-limonene
