Uspa hitching

I'll keep this brief. I know I hitched by last attempt during my last meet but I just got one red so I got the lift. But hitching is illegal. So what I'm trying to ask is it based on the amount of hitching? You just can't hitch too much? Or is it because just one judge thought I hitched it and he is the one that gave me the red light?

Sometimes it can be really close and it's not always obvious from the front.
