Seated raises (when the leg is bent) only works the soleus muscle of the 'calf group.' When the leg is straight all of them (soleus and gastrocnemius) are activated.
Ideally you need to standings. You could call seateds 'optional' but variation is good. Yeah you can do both in the same workout.
