I ordered some stenabolic online. I just opened it and what was meant to be a powder is now a hard caramel like substance. Im assuming it has gotten too hot in transit.... i just wanna know if it is still safe to use? Was going to dissolve it in a solution

I would be cautious with that. I can't really answer your question, but I can tell you that SR9009 doesn't seem to do anything from my personal experience.
