recipe for making 5% Azelaic Acid

I have about 25 grams of Azelaic Acid in powder form and I am wondering how do I convert that to about 250ml (8oz) of 5%. I have absolutely no ideal.

Aso do any one know sites to get 5% Azelaic Acid for reasonable price and please don't mention wholesale hairproducts.com
 
I'm assuming you want the skin benefits, so a cream would be ok? Anyhow you can buy this OTC in New Zealand I think. There are online pharmacies in NZ you can buy it from. Google around. I'd be surprised if customs gave you a hard time over topicals.

I will consider that but anyone know of a recipe for making Azelaic Acid in 5% topical solution?
