Rash and Red Freckle like dots on chest/neck/shoulders

I'm on my 12th week of test e and just added epistane 3 weeks ago. Over the last couple of days i have gotten like a rash type mark that is really dry on my left trap and chest. Also i am noticing a lot of little red dots that are almost like freckles around the same area and also moving across to the right side of my chest and shoulders also. Is this a sign of high/low estrogen or a reaction possibly to the oils the test is suspended in? Should i be going to the doctor for antibiotics or just be using a OTC rash/itch cream?

Are the freckles raised like they have fluid or puss similar to a pimple

No just like a normal freckle but red
