I don't think so. My thought is that lr3 is really only used to shuttle nutrients like insulin. I really don't believe it causes new muscle cells and if you are not lifting it's not really doing much. Just my opinion.
there are plenty of studies demonstrating IGF administered to inactive subjects resulted in lean tissue growth vs controls who did not take IGF. It will stimulate growth regardless; the idea behind training and then pinning IGF is to try to obtain localized growth
