The powder for transdermal should be dissolved.
If it is crashing you have problems.
This might be saved by trying to heat the solution in a very hot water bath and shaking it on and off for 20 minutes or so. If the powder falls out of solution again and does not remain dissolved then more information would be needed such as the specific actives in the powder, the transdermal carrier and penetrator you are using (dermabolics you said), and the ml/mg ratio. Different powders have different molecular weights that affect their ability to dissolve, as does the composition of the carrier effect the dissolution rate.
I use an alcohol based homebrew that includes oleic acid, PG, IPM, IPP, DMSO, and D-limolene.
My 4ad is ussually milky opaque but fully dissolved.
1test and 19nor are clearer with a slight yellow tinge.
