What would i need in terms of

RAM
Memory
hardrive
and programs

in order to use the internet and microsoft office on a daily basis,

im lookin for the BARE minimum here lol something put together that will cost under 1500

As far as hardware goes, it's up to you, depends how fast and powerful you want it.
1-2 G of RAM
150G Hard Drive will be more than enough.
Software: use Linus- it's free, use "open office dot org" It's free and has everything Microsoft office has.

just throwing this out there...but for under 1500 you could get a macbook
it will last a LONG time and runs Microsoft office. I'm in school, and after downloading a few programs that are free, and I've never had a problem through the Mac/PC file barrier.
