The fact that a compound does not convert to dht does not ultimately mean that it wont cause hair loss. Compounds that do not convert to DHT but are highly androgenic can often cause hairloss. (For example, trenbolone acetate does not convert to DHT but it is highly androgenic and has a great potential to cause hairloss. It did with me, for sure!)

thanks for clearing that up, i though DHT was the suspect for hair loss, DHT alot more androgenic than test, so is that why?

Partially, but it's mainly because DHT has a high affinity for the androgen receptors on our scalp, and in large quantities DHT begins to treat your follicles as foreign objects in your body and thus begins to reject the follicles. The same happens, but to a slightly lesser degree, with highly androgenic compounds.
