Please help: Quick Windows question

I come over to my parents house today and the toolbar is vertically on the right side of the screen instead of along the bottom. I'm trying to drag it down but it doesn't want to move. Anybody know how to reposition a toolbar on a desktop? THANKS

if you right click on the task bar - make sure lock the Taskbar is not checked. if it is just click it then try again.
