Im 15 years old, im on a strict program and i eat a high protein strict diet. I train daily and know what im doing as i am certainly not a little kid (as in size). My question is can i still hit a plateau at a young age?

Of course. If your diet is on point like you say it is then it's likely training related. Maybe switch up your program?

Also, it takes time to put on size after the initial newb gains.

At 15 you are most definitely a kid... give us your diet and training breakdown... whats your TDEE

If you aren't actively cutting (which I don't recommend young guys do anyway unless they are obese) I would recommend trying to eat more carbs than anything.

IME you'll notice the best results with a high carb/moderate protein diet as far as strength increases, size increases, and recovery potential. Especially for people that either play sports or just train hard.

Certainly at any age you can hit a point where things become slow and progress is almost brought to a stop. There's all different ways of going about it but it just depends about your end goal.
