Nutra Planet vs Allmax beta alanine

Why is 3.2g of allmax 1 tsp and 3.2g of nutraplanet 2 of those tiny little scoopers??? isnt BA BA and in that case wouldnt it be the same amount of powder?
 
Density should be similar. Are two of the tiny scoops the same as a tsp? I think the baby scoops are 1 cc each. Not sure how that converts to tsp
