Need some opinions guys!

Ok so this has been a thorn in my side for quite some time and I feel like an idiot having to ask this haha but anyways... I ran a few lighter cycles back in my earlier 20's and I am now 29, always did the proper PCT's for proper amounts of time and never had any real issues with estrogen or so I thought. But ever since then I have noticed ( and ill add pics later today because it's hard to explain ) that my chest looks bad when relaxed mainly because my nips always seem puffy which drives me insane lol if I am cold and they are hard chest looks great.... any other time complete ass lol I don't have the typical hard mass underneath or any of the other giveaways that it is gyno. Has anyone dealt with this or something similar and what did you do to fix it? Is there certain supps I should give a try?

190lbs
strict diet at 3k calories a day
strict lifting routine
11% bf but it was the same when I had dropped to 9% my last cut :/
