Need some advice after M1T cycle

I decided to start this thread here because I don't think everyone reads all the cycle logs. Anyway, I ended a 4-week M1T cycle on 1/14 and started PCT 2 days later. Here is a summary of it:

wk 1: M1T 10 mg ED
wks 2-4: MIT 20 mg ED
wks 5-6: nolva 40 mg
wks 7-8: nolva 20 mg

Starting weight was 209. Weight now is 217 and has been since I ended the cycle. Weight while on the cycle peaked at 222. The first problem is that I lost strength after I went off cycle, and am still losing strength on some lifts, including bench, squat, and military press. On the other hand, on other lifts I haven't lost any strength at all since coming off. These include deadlifts, barbell rows, pullups, and barbell curls. I have kept all the mass though. Going from 222 down to 217 was due to loss of water and glycogen. Why am I losing strength but keeping the mass? Is it normal to lose strength after a cycle but keep the mass?

My second question is how long do I have to wait after my cycle before cutting? I want to start a gradual cut, reducing my daily caloric intake by 200 cals every week until I start to lose fat, then maybe add 200 cals back to that. I plan to keep my current 50% carbs, 20% fats, 30% protein ratios. I am currently consuming about 5k cals every day. Would it be bad to start doing this now? I just started my 3rd week of PCT.
 
It would for sure be a bad choice to cutt up now you need atleat a month for ur body to get used to the new weight.

I guess the next question should be, "is three years after a M1T cycle long enough to wait before I start to cut?
