now how do i dissolve this evenly to make 10mg/ml?

can i just use vodka or something from the grocery store to dissolve
the powder?

i am assuming i would need 100ml of solvent to produce 10mg/ml solution.

99 ML of Peg 400 and 1 gm of M5AA = 10 MG/ML.
Peg is the only thing it will desolve in and it is a bitch to get it desolved. It will take at least 30 minutes in a hot water bath and more shaking than you did in the bathroom when you were 14 years old.

It isn't fully dissolved. It's around 99%. m5aa is a good pre wo sup. It doesn't have to be dosed at exactly 10-30mg. I just draw up whatever the dripper will hold 3 times and take it. It is close enough to 3ml. There's no need to complicate things.

There wouldn't be any reason to use them together unless you have a personal vendetta against your hairline.
