Lactate buffering

Sorry if this is a noob question, but do lactate buffering aids like beta-alanine do what they sound like they should, i.e allow me build up more lactic acid with the resulting benefits like GH spikes, or do they more like help neutralize lactic acid, cutting down the benefits ?
 
Why do you want to build-up lactic acid? I can understand increase your lactic acid threshold, but wanting a build-up of LA makes no sense.

I guess lactic acid buildup would also improve tolerance for buildup ? I mostly want increased metabolic rate, fatloss and GH release.

BA helps with increasing LA buffering, so you can have more LA in your blood, but still not have the negative effects on performance. Poliquin is an adamant supporter of BA supplementation.
