Is Var still often cut with Winny?

I've heard from random internet people that Var is often cut with Winnie. My gym dealer assures me that while it was true in the past, it's not today. He said that they used either cut legit anavar with winny because anavar was so expensive. Or they'd just straight up sell Winny as Var. But he said now there's a bunch of Chinese companies making bulk powders of Var and so it doesn't even save a UGL money to do this in 2017.

Is this true? His explanation is enough for me, it sounds right to me and makes logical sense. But the var isn't for me, it's for my GF... and I want to be sure.
