I'm struggling to flatten my stomach.

I've been doing lots of HIIT and ab/oblique work over the past few months. I've lowered my BMI to just below 22. I'm unsure if the problem is due to my posture, weight, or if I'm training wrong.
Googling "why do my abs stick out" hasn't really helped, so I thought I'd come here. I appreciate any help or advice you guys could give me.

Take a full body picture
This could be because you are "Skinny Fat" From a lack of muscle mass causing you to have a pouch on your stomach.
You can keep dieting if you want, but if anything you may cause more muscle loss and do more harm then good.
Can you get pictures of your back and legs?

Yeah. You dont really have any muscle mass on your frame especially from what your shoulders, chest, and arms look like.
Hard to tell from legs because you dont show your entire front. I would focus on putting muscle mass and size on your body so you can fill out your frame. This will help you lose the skinny fat look

If you want to diet down you will most likely risk muscle loss, but if you want to go that route you can.
 
You also appear to have poor posture, it looks like your trying to stick your stomach out. Bigger wider shoulders definitely make your waist look smaller.
 
As said above, you just need a bit more muscle on your frame. You don't need to drastically raise your food intake to do this, though. Cautiously raise calories, lift heavy and focus on progressive overload and allow to the muscle to come on slowly. Done patiently, you can get a positive recomp effect.
 
I definitely think it’s a good bit posture related. With building muscle, you will likely alleviate most of it naturally. So as the guys were saying above- work to add some muscle to your frame and I think you will be surprised how that change in body composition will improve everything!

Pelvic tilt, you nailed it. When I was talking about posture and how it looks like he's trying to stick out his stomach, I was picturing that in my head but couldn't think of the words
