A few years ago I had surgery on my right arm. The surgery transferred the long head tendon on my bicep to the left about 1 inch to correct an injury. Although the surgery was a success it left me with my right arm about 1/2 inch smaller than my left (im right handed) and it looks deformed. The sight of it really bothers me, and i often get comments on it with people asking why it looks so weird.

Now.. I am not educated on the use of IGF-1 however I did hear that it can increase the size of the muscle it is injected into. If i were to use it on my bicep on the area that is missing could it possibly even out my arms?
 
Well you mentioned they look different only due to the tendon being relocated. Is your strength the same in both biceps? If so, I think your biceps are the same size, just your right one has a diff shape now.

If you are the same strength in both, theoretically you could work your right bi harder to get it to approximate your left in size, but that would be silly. Being unproportioned in strength would most likely cause an injury in another body part when doing a compound lift.
