When you chase two rabbits, you usually won't catch either one.
Diet hard before hand to get to your desired leanness and then start your cycle in a small surplus, like 200 cal above maintenance. Gradually increasing calories as needed and if your doing everything right in the gym and the kitchen then you shouldn't gain much if any fat at all.
My first PH/oral cycle (hdrol) I gained 13lbs and I did not get leaner but I got bigger and stronger. Didn't do cardio at all because I thought I couldn't get bigger while doing cardio. When everything was said and done on this cycle I will likely gained only three or four pounds of actual muscle and the rest was probably just water, fat and glycogen
My first steroid cycle (300mg test e) I gained about the same amount of weight while getting a tiny bit leaner. I regularly did my cardio, beat the log book regularly and stayed on my meal plan. This cycle, even though the amount of weight gained was roughly the same, the visual difference was much more significant then the oral cycle. The first 6 weeks I didn't notice much, but then after that the following 6 weeks is when everything seemed to change.
Both cycles were in a surplus.
