How do you make your own Sublingual solution?

For somebody who has say a few hundred grams of supplement (Say DHEA) and wants to make a liquid Sublingual solution out of the powder and then store the finished liquid sublingual product in dropper style vials, how does one go about doing this? Is there a particular cook-book style recipe out there that covers this?
